Taco Enchilada Casserole

1 package (16 ounces) shells pasta
1 pound extra lean ground beef
1/2 cup yellow onion
1/2 teaspoon minced garlic
1 packet taco seasoning + 1/4 cup water
1 cup corn
1 can (14.5 ounces) petite diced tomatoes with green chilies*
1/2 cup salsa
1 can (10 ounces) medium (red) enchilada sauce
2 cups taco or cheddar cheese
Optional toppings: sour cream, scallions, cilantro, cherry tomatoes
