The Ultimate Potato Salad

2 pounds of Yukon Gold Potatoes, washed thoroughly and unpeeled
1 teaspoon salt
¾ cup mayonnaise
3 tablespoons grainy mustard
1 tablespoon lemon juice
2 cloves of garlic, pressed through a garlic press
½ teaspoon black pepper, freshly squeezed
¼ cup dill pickles, chopped
1 small red onion, chopped
5 stalks of scallions, both green and white parts chopped
½ cup capers, drained
2 large hard-boiled eggs, chopped
¼ cup Italian parsley, chopped
